Born in Chicago, Carl joined Woodward Clyde Consultants after completing graduate work at the University of Wisconsin-Madison and serving as Assistant Professor at the University of Nebraska, Conservation and Survey Division. He launched his own professional consulting firm, Levine Fricke, Inc, with his business partner, Jim Levine, in 1983, a two-person startup that grew into a nationally-ranked, nationwide environmental engineering firm (Engineering News Record) before being acquired by a French conglomerate. He was awarded Distinguished Alumni of the Year, University of Wisconsin- Dept of Geosciences (2003), and elected Geological Society of America Fellow (2014).
